This guideline describes the state of the art for animal by-products processing facilities (in the following referred to as ABP processing facilities) in terms of Regulation (EC) no. 1774/2002 which lays down the hygiene rules for certain animal by-products not intended for human consumption (in the following referred to as EU Animal By-products Regulation) with the objective of preventing health risks to humans and animals. The activities of an ABP processing facility comprise the delivery, collection, transport, storage, treatment, processing and use or disposal of animal by-products (animal carcasses, parts of animal carcasses and products of animal origin). The scope of this guideline also covers the construction and operation of - facilities for the (separate) processing of blood, bones, feathers, bristles and fish, - on-site by-products processing plants of slaughtering facilities and - intermediate plants (formerly collection facilities).
